CHAPTER III: Structure
Clause 24. The structure of Tribal Kingdom is composed of:
(a) The H.M.R.H.K
(b) Queens Kingdom
(c) Royal Council
(d) Babaylanon Tribal Kings
(e) Privy Tribal Monitoring
(f) Territorial Implementers
(g) Tribal Princes and Princesses
(h) Tribal Defense Force
Part 1: The H.M.R.H.K
Clause 25. In this by-law, “H.M.R.H.K” means the His Majesty Royal Highness King.
Clause 26. The H.M.R.H.K is the sovereign representative of God and derives his right to rule directly from God.
Clause 27. The H.M.R.H.K enthroned in a position of revered worship and shall not be violated. No person shall expose the H.M.R.H.K to any accusation or action.
Clause 28. The H.M.R.H.K has the Royal authority to implement the Customs, Traditions, and Natural Law of the Land that had been exercised by His ancestors since time immemorial, and He continuously emphasize those cultures, laws, and traditions towards the Tribal Kings of the Maharlika Tribal Kingdom in this present generation and as for preservation of future generations to come.
Clause 29. The H.M.R.H.K holds the position of Head of the Maharlika Tribal Defense Force and has supreme authority over the military as stated in the Royal Charter, Clause 15.
Clause 30. The H.M.R.H.K is the Head of the Tribal Judiciary in Dadantulan, as provided by the Royal Charter, Clause 54(a).
Clause 31. The H.M.R.H.K has the Royal Prerogative to create and remove titles, and confer and revoke decorations and grant special privilege or immunity to such person, society or group, including the enthronement and installation of Tribal Kings, Tribal Majesties, and Tribal Queens of the Maharlika Tribal Kingdom.
Clause 32. The selection and appointment or the removal of Royal Council, Babaylanon Tribal Kings, Privy Tribal Monitoring, Territorial Tribal Kings, and Auxiliary Tribal Kings shall be at the H.M.R.H.K’s pleasure.
Clause 33. Before taking office, a Tribal King, Tribal Majesty, Tribal Queen or Tribal Monitoring shall make a solemn declaration before the H.M.R.H.K in the following words: “I, (name of the declarer), do solemnly declare that I will be loyal to His Majesty Royal Highness King Constancio A. Salvo, Jr./ Datu Kuluban and will faithfully perform my duties in the interests of the Realm and of the indigenous people. I will also uphold and observe the Royal Charter and the By-laws or Regulations, and the Natural Law of the Tribal Kingdom of Maharlika in every respect.”
Clause 34. The Tribal Kings, Tribal Majesties, and Tribal Queens, Princes and Princesses vacate office upon death, resignation or removal by Royal Command.
Clause 35. The appointment and removal of tribal officials of the Royal Household shall be at the H.M.R.H.K’s pleasure. The organization and personnel administration of the Royal Household shall be at the H.M.R.H.K’s delight, as provided by Royal Decree.
Clause 36. Whenever the H.M.R.H.K is absent from the Tribal Kingdom or unable to perform His functions for any reason whatsoever, the H.M.R.H.K may appoint one person or several persons from Royal Council as Regent. In the case where a Regent is selected, the Chairman of the Queens Kingdom shall countersign the Royal Command, therefore.
Clause 37. Before taking office, the Regent appointed under By-law, Clause 36 shall make a solemn declaration before the Tribal Kingdom in the following words: “I, (name of the declarer), do solemnly declare that I will be loyal to His Majesty Royal Highness King Constancio A. Salvo, Jr./ Datu Kuluban and will faithfully perform my duties in the interests of the Maharlika Realm and the indigenous people. I will also uphold and observe the Royal Charter and the By-laws or Regulations, and the Natural Law of the Tribal Kingdom of Maharlika in every respect”. A Regent who has previously been appointed and made the solemn declaration need not make the formal declaration again.
Clause 38. All private sectors, investors, and government agencies of the Republic shall have free prior informed consent (FPIC) to the H.M.R.H.K before to go enter into the realm or territory of Maharlika Island (“the Philippines”) in accordance with the Natural Law on Royal Decree No. 04/2017 and as stated in the Royal Charter, Chapter II, Clause 46 of the Tribal Kingdom.
Part 1.1: Great Seal
Clause 39. The Great Seal which shall represent the Royal Prerogative and shall be designed in the form of oblong. The H.M.R.H.K’s image is to be found, and under His picture is the inscription with Royal Highness King Datu Kuluban / Constancio A. Salvo, Jr., 5 Star General H-GOI/ Chief of Staff/ H-WORLD UN-PI, Recognized Tribal King of all Kings in the Philippine/ Territory Archipelago, National Chieftain/ President of Indigenous People, Head King of Queens Kingdom.
Part 2: Queens Kingdom
Clause 40. In this by-law “Queens Kingdom” means the dominance of womanhood in the Tribal Kingdom.
Clause 41. The Queens Kingdom consists of:
(a) Seven External Tribal Majesties
(b) Ten Internal Tribal Majesties
(c) Four Corners Tribal Majesties
(d) Twelve Luzviminda Tribal Majesties
(e) Twenty Four Tribal Queens
(f) Iglesia Spiritual Queens
(g) Executive Tribal Queens
(h) Administrative Tribal Queens
(i) Liaison Tribal Queens
(j) Peace Maker Tribal Queens
(k) Babaylanon Tribal Queens
(l) Territorial Tribal Queens
(m) Auxiliary Tribal Queens – A & B
Part 2.1: Chairman
Clause 42. The Chairman of the Queens Kingdom is the General Secretary of the Tribal Kingdom and shall be appointed and recognized by H.M.R.H.K’s pleasure. Only Tribal Majesties from Seven External position of Queens Kingdom are eligible to be designated as Chairman.
Clause 43. The Chairman shall be the receiver of all instructions or Royal Commands from H.M.R.H.K and has the authority to implement the administrative and operational policies of the Queens Kingdom in spiritual and material positions.
Clause 44. The Chairman shall execute the customs, traditions and Natural Law of the indigenous people as recognized by the Tribal Kings of Maharlika and the United Nations.
Part 2.2: Seven External Tribal Majesties
Clause 45. The Seven External Tribal Majesties represents the Seven (7) Kingdoms of the Alpha and Omega, the Seven (7) Continents of the World, and characterizes the Seven (7) colors of Rainbow. They are all Queens consort of H.M.R.H.K and shall be appointed and recognized according to His pleasure.
Clause 46. The Seven External Tribal Majesties is the ruling body of the Queens Kingdom in Maharlika and shall be responsible for the promulgation of Divine Providence of the Tribal Kingdom throughout the world, until to its last notice of Royal Command.
Part 2.3: Ten Internal Tribal Majesties
Clause 47. The Ten Internal Tribal Majesties represents the Ten (10) Commandments of the Natural Law as prescribed in Royal Decree No. 04/2017. They are all Queens consort of H.M.R.H.K and shall be appointed and recognized according to His pleasure.
Clause 48. The Ten Internal Tribal Majesties shall implement the Ten (10) Commandments of the Natural Law of the Land, and shall be the lecturer of the Royal Commands within the Tribal Kingdom, including the teaching of the Royal Charter and these By-laws or Regulations.
Clause 49. The Ten Internal Tribal Majesties shall be responsible for the peace and order, and well-being of indigenous people in the Tribal Kingdom.
Part 2.4: Four Corners Tribal Majesties
Clause 50. The Four Corners Tribal Majesties represents the Four (4) Corners of the World which are the North, East, West, and South. They shall be appointed and recognized by H.M.R.H.K’s pleasure.
Clause 51. The Four Corners Tribal Majesties shall publicize the Spiritual law and the Natural law of the Land, including the history of the creation of Heaven & Earth and its rules.
Part 2.5: Twelve Luzviminda Tribal Majesties
Clause 52. The Twelve (12) Luzviminda Tribal Majesties represents the islands of Luzon, Visayas, and Mindanao in the Tribal Kingdom of Maharlika. Each island there shall be four (4) Tribal Majesties representatives, four (4) in Luzon, four (4) in the Visayas, and four (4) Tribal Majesties in Mindanao. They are all Queens consort of H.M.R.H.K and shall be appointed and recognized according to His pleasure.
Clause 53. The Twelve (12) Luzviminda Tribal Majesties shall execute the rules and regulations subject to the matters taken from the regular or special meeting of Queens Kingdom, and they must have to oversee and to take action or solution to any difficulties occurred from the indigenous people of the Tribal Kingdom.
Part 2.6: Twenty Four Tribal Queens
Clause 54. The Twenty Four (24) Tribal Queens are the twenty-four (24) pillars of the Tribal Kingdom. They are all Queens consort of H.M.R.H.K and shall be appointed and recognized according to His pleasure.
Clause 55. The Twenty Four (24) Tribal Queens shall perform duties in regards to the fairer distribution of wealth and an adequate provision of social welfare to the indigenous people, including the other nations, which seek assistance from the Tribal Kingdom.
Part 2.7: Iglesia Spiritual Queens
Clause 56. The Iglesia Spiritual Queens are the representative mentors in spiritual matters of the Tribal Kingdom. They are all Queens consort of H.M.R.H.K and shall be appointed and recognized according to His pleasure.
Clause 57. They shall educate the indigenous people about spiritual matters, which emphasize the procedures and process on how to gain eternal salvation of soul and spirit.
Part 2.8: Executive Tribal Queens
Clause 58. The Executive Tribal Queens are the queen's consort of Executive Tribal Kings Staff. They shall be appointed according to their Tribal King’s pleasure.
Clause 59. The Executive Tribal Queens shall perform duties in support to the functions and responsibilities of the Executive Tribal Kings Staff, and shall continue to emphasize and uphold the customary laws and the Natural law of the land, as well as the Royal Charter and these By-laws or Regulations.
Part 2.9: Administrative Tribal Queens
Clause 60. The Administrative Tribal Queens are the queen's consort of Administrative Tribal Kings Staff. They shall be appointed according to their Tribal King’s pleasure.
Clause 61. The Administrative Tribal Queens shall perform duties in support to the functions and responsibilities of the Administrative Tribal Kings Staff and shall continue to emphasize and uphold the customary laws and the Natural law of the land, as well as the Royal Charter and these By-laws or Regulations.
Part 2.10: Liaison Tribal Queens
Clause 62. The Liaison Tribal Queens are the queen's consort of Liaison Tribal Kings Staff. They shall be appointed according to their Tribal King’s pleasure.
Clause 63. The Liaison Tribal Queens shall perform duties in support to the functions and responsibilities of the Liaison Tribal Kings Staff, and shall continue to emphasize and uphold the customary laws and the Natural law of the land, as well as the Royal Charter and these By-laws or Regulations.
Part 2.11: Peace Maker Tribal Queens
Clause 64. The Peace Maker Tribal Queens are the queen's consort of Peace Maker Tribal Kings Staff. They shall be appointed according to their Tribal King’s pleasure.
Clause 65. The Peace Maker Tribal Queens shall perform duties in support to the functions and responsibilities of the Peace Maker Tribal Kings Staff, and shall continue to emphasize and uphold the customary laws and the Natural law of the land, as well as the Royal Charter and these By-laws or Regulations.
Part 2.12: Babaylanon Tribal Queens
Clause 66. The Babaylanon Tribal Queens are the queen's consort of Babaylanon Tribal Kings. They shall be appointed according to their Tribal King’s pleasure.
Clause 67. The Babaylanon Tribal Queens shall perform duties in support to the functions and responsibilities of the Babaylanon Tribal Kings, and shall continue to emphasize and uphold the customary laws and the Natural law of the land, as well as the Royal Charter and these By-laws or Regulations.
Part 2.13: Territorial Tribal Queens
Clause 68. The Territorial Tribal Queens are the queen's consort of Territorial Tribal Kings. They shall be appointed according to their Tribal King’s pleasure.
Clause 69. The Territorial Tribal Queens shall perform duties in support to the functions and responsibilities of the Territorial Tribal Kings in every cities or municipality, and shall continue to emphasize and uphold the customary laws and the Natural law of the land, as well as the Royal Charter and these By-laws or Regulations.
Part 2.14: Auxiliary Tribal Queens – A & B
Clause 70. The Auxiliary Tribal Queens are the queen's consort of Auxiliary Tribal Kings. They shall be appointed according to their Tribal King’s pleasure.
Clause 71. The Auxiliary Tribal Queens has two types given in By-law, Clause 101(g)(h).
Clause 72. The Auxiliary Tribal Queens shall perform duties in support to the functions and responsibilities of the Auxiliary Tribal Kings in every cities or municipality, and shall continue to emphasize and uphold the customary laws and the Natural law of the land, as well as the Royal Charter and these By-laws or Regulations.
Part 2.15: Term of Office
Clause 73. All Tribal Majesties and Tribal Queens of Queens Kingdom shall hold office for perpetual reign, subject to By-law, Clauses 22 and 34.
Part 2.16: Meetings
Clause 74. The Queens Kingdom must have a regular meeting twice a year and shall be held anywhere in or outside of the Maharlika on a date adopted by the Tribal Majesties of the Queens Kingdom. Special Meetings may be called at any time, for any purpose or purposes, by the Royal Command of H.M.R.H.K or upon request of the Chairman of the Queens Kingdom, subject to By-law, Clause 75.
Clause 75. The quorum for Queens Kingdom meeting is twenty (20) Tribal Majesties or Tribal Queens.
Clause 76. There shall be a Royalty Meetings intended only for the members of the Sagrada Familia, and such meeting may be called at any time upon request or command by H.M.R.H.K.
Clause 77. The conduct of the meetings shall be presided over by the Chairman of Queens Kingdom or in Her absence, by any other Tribal Majesty of the Seven External Majesties, or H.M.R.H.K shall preside the meeting if He is present. There shall be a Secretary of every session, and if not current, the Chairman shall appoint a secretary for the meeting.
Part 2.17: Queenly Emblem
Clause 78. The emblem of Queens Kingdom shall be designed and approved by the H.M.R.H.K.
Part 3: Royal Council
Clause 79. The Royal Council consist of:
(a) Three (3) Executive Tribal Kings Staff
(b) Administrative Tribal Kings Staff
(c) Liaison Tribal Kings Staff
(d) Peace Maker Tribal Kings Staff
Clause 80. The Royal Council has the responsibilities given in Clause 60 of the Royal Charter.
Clause 81. The Royal Council shall be appointed and recognized by H.M.R.H.K’s pleasure as stated in By-law, Clause 32. They shall assist the Royal Prerogative to make and change rules and regulations not inconsistent with these by-laws for the management of the Tribal Kingdom’s objectives and affairs.
Clause 82. The Royal Council shall be able to receive a directive order or Royal Command from H.M.R.H.K with additional information from the HMQ General Secretary.
Clause 83. The Royal Council shall implement these By-laws and the Royal Charter, and continue to emphasize and uphold the customary laws and the Natural law of the land.
Clause 84. The Executive Tribal Kings Staff shall be the overseer of the Royal Council.
Clause 85. The Executive Tribal Kings Staff and Administrative Tribal Kings Staff of the Royal Council shall be the Judges of the Dadantulan as stated in Royal Charter, Clause 54(b), and must assist the Head of the Tribal Judiciary in the trial and adjudication of tribal cases in accordance with the customary laws and practices of the indigenous people.
Clause 86. The Peace Maker Tribal Kings Staff of the Royal Council shall assist the implementation of peace and order of the Tribal Kingdom together with the Liaison Tribal Kings Staff. They must attend to all meetings of the Royal Council to being able to obtain any matters taken from such encounters.
Part 3.1: Term of Office
Clause 87. The members of the Royal Council shall hold office for perpetual reign, subject to
By-law, Clauses 22 and 34.
Part 3.2: Meetings
Clause 88. The Royal Council must have a regular meeting twice a year and shall be held anywhere in or outside of the Maharlika on a date adopted by the Council. Special Meetings may be called at any time, for any purpose or purposes, by the Royal Command of H.M.R.H.K or upon request of the Executive Tribal Kings Staff of the Royal Council.
Clause 89. The quorum for the Royal Council meeting is twenty (20) Tribal Kings.
Clause 90. The conduct of the meetings shall be presided over by the H.M.R.H.K or in His absence, by any other Tribal King of the Executive Tribal Kings Staff. There shall be a Secretary of every meeting, if not present, the Royal Council shall appoint a secretary for the meeting.
Part 3.3: Royal Council Emblem
Clause 91. The emblem of Royal Council shall be designed and approved by the Executive Tribal Kings Staff.
Part 4: Babaylanon Tribal Kings
Clause 92. The Babaylanon Tribal Kings shall be appointed and recognized by H.M.R.H.K’s pleasure as stated in By-law, Clause 32.
Clause 93. The Babaylanon Tribal Kings are the High Priests of all Tribal Baylans in the Tribal Kingdom.
Clause 94. The Babaylanon Tribal Kings shall be responsible for;
(a) Conducting ritual rites, spiritual traditions, customs, and ceremonies;
(b) Pronouncement of the blessings of indigenous people of the Tribal Kingdom;
(c) Solemnization of marriage or dedication; and
(d) Resolving disputes or adjudication of tribal cases in high court.
Clause 95. The Babaylanon Tribal Kings shall be the Judges of the Dadantulan as stated in Royal Charter, Clause 54(b), and must assist the Head of the Tribal Judiciary in the trial and decision of tribal cases.
Part 4.1: Term of Office
Clause 96. The Babaylanon Tribal Kings shall hold office for perpetual reign, subject to
By-law, Clauses 22 and 34.
Part 4.2: Babaylanon Emblem
Clause 97. The emblem of Babaylanon Tribal Kings shall be designed and approved by the Babaylanon.
Part 5: Privy Tribal Monitoring
Clause 98. The Privy Tribal Monitoring shall be appointed and recognized by H.M.R.H.K’s pleasure, as stated in By-law, Clause 32.
Clause 99. The Privy Tribal Monitoring shall serve and perform duties directly to the H.M.R.H.K. A Royal Decree may prescribe any additional responsibilities.
Part 6: Territorial Implementers
Clause 100. The Territorial Implementers consist of:
(a) Territorial Tribal Kings
(b) Auxiliary Tribal Kings – A & B
(c) Territorial Tribal Baylan
(d) Territorial Tribal Councils – A & B
(e) Territorial Tribal Barangay Councils – A & B
(f) Territorial Tribal Barangay Baylan
Clause 101. In this by-law:
(a) “Territorial Tribal Kings” means the Regal Chief of per municipalities or cities.
(b) “Auxiliary Tribal Kings” means the assistant of Regal Chief per municipalities or cities.
(c) “Territorial Tribal Baylan” means the Chief Priest per municipalities or cities.
(d) “Territorial Tribal Councils” means the governing body per municipalities or cities.
(e) “Territorial Tribal Barangay Councils” means the governing body per barangay or villages.
(f) “Territorial Tribal Barangay Baylan” means the chief priest per barangay or villages.
(g) “A” means a set of tribal officials that are native-born or “Lumad” in a particular area of responsibilities.
(h) “B” means a set of tribal officials that transcend people in such area.
Clause 102. The Territorial Tribal Kings and Auxiliary Tribal Kings shall be appointed and recognized by H.M.R.H.K’s pleasure as stipulated in By-law, Clause 32.
Clause 103. Each city or municipality there shall be one (1) Territorial Tribal King, two (2) Auxiliary Tribal Kings (“represents the set A & B”), one (1) Territorial Tribal Baylan, and sixteen (16) Territorial Tribal Councils (“means eight (8) Territorial Tribal Councils per set of A & B”).
Clause 104. In every barangay or villages there shall be one (1) Territorial Tribal Barangay Baylan and sixteen (16) Territorial Tribal Barangay Councils- eight (8) councils in set A and eight (8) councils in set B. There shall be no chieftains to such barangay or village for the chief is the automatic councils on the specified area.
Clause 105. The purpose of each Territorial Tribal Kings, Auxiliary Tribal Kings – A & B, Territorial Tribal Baylan, Territorial Tribal Councils – A & B, Territorial Tribal Barangay Councils – A & B, and Territorial Tribal Barangay Baylan must be consistent with the purpose or objectives of the Tribal Kingdom.
Clause 106. Territorial Tribal Kings, Auxiliary Tribal Kings – A & B, Territorial Tribal Baylan, Territorial Tribal Councils – A & B, Territorial Tribal Barangay Councils – A & B, and Territorial Tribal Barangay Baylan must at all times comply with the Royal Charter, these By-laws or Regulations and all directions of the Royal Council as prescribed by Royal Command.
Clause 107. Territorial Tribal Kings together with their Auxiliary Tribal Kings – A & B, Territorial Tribal Councils – A & B, and Territorial Tribal Baylan may make rules for their operation, subject to By-law 106 and pass on to the Royal Council for approval by the H.M.R.H.K.
Clause 108. Territorial Tribal Kings shall continue to emphasize, implement, and uphold the customary laws and the Natural law of the land, the Royal Charter and these By-laws or Regulations in his area of jurisdiction.
Clause 109. Auxiliary Tribal Kings shall assist the Territorial Tribal Kings in the implementation of customary rules and Natural Law by territory or area of jurisdiction, and must abide the command of Territorial Tribal Kings in every affairs or activity.
Clause 110. The Territorial Tribal Kings, Auxiliary Tribal Kings, and Territorial Tribal Baylans shall be the judges of the Tribal Lower Courts in every cities or municipality as stated in Royal Charter, Clause 54(c).
Clause 111. The Territorial Tribal Councils – A & B which are the Datus, shall be the Tribal Counselor of the Lower Tribal Courts and other Tribal Councils in barangay level, as long as he is a Datu and not a Bai under the Royal Charter, Clause 54(d).
Clause 112. The Territorial Tribal Baylans and Territorial Tribal Barangay Baylans shall have the rights to conduct pronouncement of the blessings of indigenous people, ritual rites, customs, and ceremonies in their area of responsibility.
Part 6.1: Term of Office
Clause 113. The Territorial Implementers shall hold office for perpetual reign, subject to By-law, Clauses 22 and 34.
Part 6.2: Territorial Emblem
Clause 114. Both Territorial Tribal Kings and Auxiliary Tribal Kings shall have the separate emblem and must design and approved according to their will.
Part 7: Tribal Princes and Princesses
Clause 115. The Tribal Princes and Princesses of the Tribal Kingdom shall have three levels:
(a) First Level – The first level of Tribal Princes and Princess are the members of the Sagrada Familia or the royal son and daughter of H.M.R.H.K.
(b) Second Level – The second level of Tribal Princes and Princess are the official son and daughter of Royal Council, except those daughters that are Queens consort of H.M.R.H.K.
(c) Third Level – The third level of Tribal Princes and Princesses are the official son and daughter of Territorial Tribal Kings and Auxiliary Tribal Kings.
Clause 116. Each level shall have the following duties and responsibilities:
(a) The first level of Tribal Princes and Princesses shall assist the implementation of customary laws, Natural Law, Royal Charter, and these By-laws or Regulations of the Tribal Kingdom, including the affairs and activity inside the Royal Palace;
(b) The second level of Tribal Princes and Princesses shall assist the duties and responsibilities of their regal parents, and must uphold and observe the Royal Charter and these By-laws or Regulations of the Tribal Kingdom; and
(c) The third level of Tribal Princes and Princesses shall assist the duties and responsibilities of their regal parents per municipalities or cities, and must uphold and observe the Royal Charter and these By-laws or Regulations of the Tribal Kingdom.
Part 8: Tribal Defense Force
Clause 117. The Royal Council shall prescribe the composition of the Tribal Defense Force of the Maharlika Tribal Kingdom.
Clause 118. The Tribal Defense Force has the responsibilities given in Clause 45 of the Royal Charter.
Part 9: Meetings Generally Procedure
Clause 119. This by-law applies to all meetings of the Tribal Kingdom, except for:
(a) The quorum for the annual general assembly meeting under By-law, Clause 15;
(b) The quorum for Queens Kingdom meetings under By-law, Clause 75;
(c) The quorum for Royal Council meetings under By-law, Clause 89.
Clause 120. The H.M.R.H.K is entitled:
(a) To chair the Royalty meetings, annual general assembly meeting, Queens Kingdom meetings, and Royal Council; and
(b) To attend and preside the Monarchical meeting.
Clause 121. The monarchical meeting is an exclusive conference intended for all Tribal Kings, Tribal Majesties, and Tribal Queens of the Tribal Kingdom, it shall be held on February 14 of each year.
Clause 122. The quorum of Monarchical meeting is a majority of 50 % of the Tribal Kings, Tribal Majesty, and Tribal Queens to present at the time.
Clause 123. The monarchical meeting shall be held in the Royal Palace of the Tribal Kingdom or at any place designated by the Royal Council.
