CHAPTER VIII: Alteration of Royal Charter
Clause 67. The Alteration to the Royal Charter of the Tribal Kingdom shall specifically be the Royal Prerogative of the H.M.R.H.K. At His initiative, the Royal Council shall prepare the draft Royal Charter Alteration to the existing Royal Charter and shall present it to the H.M.R.H.K for His consideration and approval.
